Rules of assignment of academic statuses
(The associated professor (the senior lecturer), the professor)
1. The present Rules are developed according to subparagraph 15) articles 4 of the Law of Republic Kazakhstan from February, 18th, 2011 «About a science» and define an order of assignment of academic statuses (the associated professor (senior lecturer), the professor).
2. Academic statuses of the associated professor (senior lecturer) and the professor are appropriated by the authorized body in an education sphere and sciences to workers of the scientific organizations, higher educational institutions (further - high schools) on the basis of representation of their nominees by Academic councils of the specified organizations (further - Academic councils).
3. The authorized body is the Committee on control in an education sphere and sciences of the Ministry of Education and Science of Republic Kazakhstan (further - Committee).
4. The academic status of the associated professor (senior lecturer) is appropriated to the persons having a scientific degree and working in the given organization on the full rate, at presence:
1) uninterrupted length of service of scientific and-or scientific and pedagogical activity in the given organization not less than 3 (three) years after dissertation protection, including 2 (two) years in a post not below the senior lecturer (the associated professor) high school or a corresponding post in the scientific organization;
2) not less than 14 (fourteen) proceedings on the required speciality, published after dissertation protection, including:
- Not less than 10 (ten) in the editions recommended by Committee;
- Not less than 2 (two) – in the international scientific magazines having according to information base of the company Thomson Rejter (ISI web of Knowledge, Thomson Reuters) the nonzero impakt-factor;
- Not less than 2 (two) reports in materials of foreign international conferences.
3) monography or recommended by the Academic council and individually written manual published for last 3 (three) year used in educational process not less of 1 (one) academic year, volume not less than 6 (six) quires, or the person defended the dissertation under its supervision and having a scientific degree.
5. The academic status of the professor is appropriated to the persons having a scientific degree and an academic status of the senior lecturer or the senior research assistant, the associated professor and working in the given organization, at presence:
1) uninterrupted length of service of scientific and-or scientific and pedagogical activity in the given organization not less than 5 (five) years after reception of an academic status of the associated professor (senior lecturer), including 2 (two) years as the professor of high school or a corresponding post in the scientific organization;
2) not less than 28 (twenty eight) proceedings on the required speciality, published after reception of an academic status of the associated professor (senior lecturer), including:
- Not less than 20 (twenty) proceedings in the editions recommended by Committee;
- Not less than 5 (five) – in scientific editions of foreign countries, including not less than 3 (three) in international scientific magazines having according to information base of the company Thomson Rejter (ISI web of Knowledge, Thomson Reuters) the nonzero impact-factor;
- Not less than 3 (three) reports in materials of foreign international conferences;
3) the monography published after protection of the dissertation and (or) reception of an academic status of the associated professor (senior lecturer), or recommended by the Academic council and individually written textbook published for last 3 (three) year used in educational process not less than 1 (one) academic year, total amount not less than 6 (six) quires, or 3 (three) persons defended the dissertations under its supervision and having a scientific degree.
6. Taking into account features of professional work at assignment of academic statuses:
1) to officers as the textbook or the manual in volume 6 (six) quires it is set off the developed operational and tactical (tactico-special) problem used in educational process not less of one academic year, as scientific publications in the international scientific magazines are set off publications in the magazines recommended by Committee;
2) to workers in the field of the art, awarded the honorary titles of Republic Kazakhstan provided by the Law of Republic Kazakhstan «About the state awards of Republic Kazakhstan», as scientific publications creative activities in the quantity specified in subparagraph 2) of point 4 and subparagraph 2) of point 5 are set off; as the prepared persons - winners (students) of the international competitions, exhibitions, festivals, reviews, awards;
3) to experts of physical training and the sports, having a rank «the Deserved trainer», as the prepared pupils champions of Asia, Europe, prize-winners of the world, the Asian and Olympic games are set off.
7. The petition with the appendix of attestative business about academic status assignment to Committee is represented by the Academic council of high school or the scientific organization on representation of corresponding chair or structural division.
Documents of attestative business are represented in the state or Russian languages. Attestative face of documents about academic status assignment joins following materials:
1) the covering letter - the recommendation on the organization form, signed by the chairman of the Academic council, with instructions of date of sending of materials;
2) the list of works and a copy of publications;
3) an extract from the report of session of the Academic council of the organization in which it is reflected scientific (creative, coach’s) and pedagogical activity of the competitor;
4) copies of diplomas about post-graduate (doctoral studies PhD) formation, scientific degrees and ranks;
5) a personal leaf on registration of personnel with a photograph, assured in a work place.
6) a work record card copy;
7) the inquiry under the form according to the appendix 1 to the present Rules;
8) the official documents confirming preparation of persons, defended dissertations under its supervised and confirmed in a scientific degree Committee;
9) the original of the textbook (manual);
10) registration-registration form for the competitor of an academic status under the form according to the appendix 2 to the present Rules.
8. The payment of expenses, the attestative affairs of competitors of the academic statuses directed to Committee connected with registration, is made at the expense of the organizations in which the Academic councils which have prepared corresponding representations in Committee function.
9. Attestative affairs on academic status assignment are considered 2 (two) months from the date of registration of attestative business in Committee.
10. Conformity of attestative affairs of competitors of academic statuses of the associated professor (senior lecturer), the professor to the present Rules is established in Advisory council which is is consulting-advisory body Committee.
The conclusion about assignment of an academic status of the associated professor (senior lecturer) under the form according to the appendix 3 to the present Rules or professors under the form according to the appendix 4 to the present Rules is accepted by Committee on the basis of the conclusion of Advisory council and is valid force from the date of its acceptance.
11. At removal by Committee of the decision on refusal in academic status assignment the new recommendation about assignment of this rank is represented the Academic council not earlier than in a year. A condition for repeated representation of the petition is presence at the competitor of the new published scientific works, textbooks, manuals.
12. To the associated professors (senior lecturers) and professors certificates of the state sample also stand out.
13. Within 2 (two) months from the date of removal of the decision of Committee concerning assignment of academic statuses the competitor can appeal in Committee. After the specified term the appeal to consideration by Committee isn't accepted.
14. For pre-judicial settlement of disputes concerning assignment of academic statuses (the associated professor (the senior lecturer), the professor) the Committee within 30 (thirty) calendar days from the date of giving of the appeal by the competitor, creates the appeal commission (further - the commission) as a part of 2 (two) representatives of Committee and 3 (three) scientists on corresponding speciality.
The commission considers materials of attestative cases and prepares the conclusion by results of the appeal within 30 (thirty) calendar days from the date of its creation.
15. In the activity the Commission is guided by the present Rules.
16. The conclusion of the appeal commission is accepted by committee-men on the basis of voting by show of hands by majority of votes and subscribes all committee-men.
17. By results of the conclusion of the appeal commission the Committee within 15 (fifteen) calendar days makes the decision which is informed the applicant.
18. The disputes which have been not settled by the present Rules, including concerning deprivation (restoration) of academic statuses, restoration of term of giving of the appeal are resolved in a judicial order.
